cindy1.jpg (21841 bytes)Ms. Rolfingsmeier is the managing partner of Hurst & Rolfingsmeier, LLC. Ms. Rolfingsmeier has over 15 years experience in the legal field and 10 years in business administration.

Ms. Rolfingsmeier is actively involved in all investigations within the company and as such has participated in death penalty investigations, national and international surveillance, workman's compensation fraud, criminal Medicare fraud, etc.

Immediately preceding partnership in Hurst & Rolfingsmeier, L.L.C., Ms. Rolfingsmeier worked for the Federal   Public  Defender  in  the  capacity  of investigator/paralegal.  Additional  legal  and administrative   experience,  consists  of paralegal/secretary to attorney Patrick J. Hitpas until his appointment as Judge of the fourth Judicial Circuit and legal secretary to Bernard J. Ysursa of Cook, Shevlin, Keefe & Ysursa.

Durwood_Hurst.jpg (19585 bytes)Durwood Q. Hurst is a partner with Hurst & Rolfingsmeier, LLC. Durwood Hurst has 35 years experience in the criminal justice system. His career began in 1963 as a part-time police officer in Caseyville, Illinois, where he rose to the position of Police Inspector and, a member of the Major Case Squad. During that time Hurst worked as a Deputy Sheriff for St. Clair County Sheriffs Office and, was a member of the SWAT Team. In addition to regular patrol duties, Hurst was a crime scene photographer. 

In 1971, Hurst became an investigator for the State Appellate Defender's Office - Fifth Judicial District - which encompassed 37counties in Southern Illinois. This position required travel to all the state and federal penitentiaries in the investigations of Appellate Court cases. Mr. Hurst's duties included total coordination of the investigations with the attorneys, clients and institutions. Hurst held this position for 23 years.

Immediately thereafter, Hurst became security supervisor on the Alton Belle Casino and was responsible for supervision of 15 employees per shift, Hurst also handled all other, aspects of security - scheduling, public relations, supervision of medical emergencies, etc.

Just prior to the formation of Hurst & Rolfingsmeier, LLC., Mr. Hurst was an investigator for the Federal Public Defender under the direction of David Freeman at Benton, Illinois. This position required travel and supervision of all phases of investigation and trial preparation.

Capio is President of International and Business Consultants (I&BC) and recently retired from Armstrong Teasdale LLP, one of the Midwest's oldest and largest law firms located in St. Louis, Missouri. His practice focused on commercial contracting and international business.  

Mr. Capio lectures extensively on contemporary business subjects. He teaches The Legal Environment of Business and International Negotiations for St. Louis University; taught Commercial Contracting (UCQ Law, International Law; and International Organizations for Webster University; Principles of Management and International Business for McKendree College; and has presented courses on commercial and International business law and practices for the University of Maryland, Boston University, and the University of Tampa. In addition, he has written numerous articles on contracting topics for national publications.

Prior to joining Armstrong Teasdale, he held a number of senior positions 'in the Air Force and the Dept. of Defense. His service included General Counsel of the U.S. Transportation Command - an organization responsible for more than $75 billion annually in foreign military sales and government contracts -where, he provided guidance on fiscal and contract law, international law,, and criminal law. His work at the Dept. of Defense included service as a Judge Advocate and as a line officer, with assignments in the U.S., Europe, the Far East and the Middle East.

The recipient of numerous awards and decorations, including the Air Force's Outstanding Senior Attorney of the Year, he is a member of numerous professional organizations, including the American Bar Assn., the International Bar Assn., the American Society for Public Admin., the National Contract Management Assn., and the American Arbitration Assn.
