cindy1.jpg (21841 bytes)Ms. Rolfingsmeier is the managing partner of Hurst & Rolfingsmeier, LLC. Ms. Rolfingsmeier has over 15 years experience in the legal field and 10 years in business administration.

Ms. Rolfingsmeier is actively involved in all investigations within the company and as such has participated in death penalty investigations, national and international surveillance, workman's compensation fraud, criminal Medicare fraud, etc.

Immediately preceding partnership in Hurst & Rolfingsmeier, L.L.C., Ms. Rolfingsmeier worked for the Federal   Public  Defender  in  the  capacity  of investigator/paralegal.  Additional  legal  and administrative   experience,  consists  of paralegal/secretary to attorney Patrick J. Hitpas until his appointment as Judge of the fourth Judicial Circuit and legal secretary to Bernard J. Ysursa of Cook, Shevlin, Keefe & Ysursa.

Durwood_Hurst.jpg (19585 bytes)Durwood Q. Hurst is a partner with Hurst & Rolfingsmeier, LLC. Durwood Hurst has 35 years experience in the criminal justice system. His career began in 1963 as a part-time police officer in Caseyville, Illinois, where he rose to the position of Police Inspector and, a member of the Major Case Squad. During that time Hurst worked as a Deputy Sheriff for St. Clair County Sheriffs Office and, was a member of the SWAT Team. In addition to regular patrol duties, Hurst was a crime scene photographer. 

In 1971, Hurst became an investigator for the State Appellate Defender's Office - Fifth Judicial District - which encompassed 37counties in Southern Illinois. This position required travel to all the state and federal penitentiaries in the investigations of Appellate Court cases. Mr. Hurst's duties included total coordination of the investigations with the attorneys, clients and institutions. Hurst held this position for 23 years.

Immediately thereafter, Hurst became security supervisor on the Alton Belle Casino and was responsible for supervision of 15 employees per shift, Hurst also handled all other, aspects of security - scheduling, public relations, supervision of medical emergencies, etc.

Just prior to the formation of Hurst & Rolfingsmeier, LLC., Mr. Hurst was an investigator for the Federal Public Defender under the direction of David Freeman at Benton, Illinois. This position required travel and supervision of all phases of investigation and trial preparation.

Capio is President of International and Business Consultants (I&BC) and recently retired from Armstrong Teasdale LLP, one of the Midwest's oldest and largest law firms located in St. Louis, Missouri. His practice focused on commercial contracting and international business.  

Mr. Capio lectures extensively on contemporary business subjects. He teaches The Legal Environment of Business and International Negotiations for St. Louis University; taught Commercial Contracting (UCQ Law, International Law; and International Organizations for Webster University; Principles of Management and International Business for McKendree College; and has presented courses on commercial and International business law and practices for the University of Maryland, Boston University, and the University of Tampa. In addition, he has written numerous articles on contracting topics for national publications.

Prior to joining Armstrong Teasdale, he held a number of senior positions 'in the Air Force and the Dept. of Defense. His service included General Counsel of the U.S. Transportation Command - an organization responsible for more than $75 billion annually in foreign military sales and government contracts -where, he provided guidance on fiscal and contract law, international law,, and criminal law. His work at the Dept. of Defense included service as a Judge Advocate and as a line officer, with assignments in the U.S., Europe, the Far East and the Middle East.

The recipient of numerous awards and decorations, including the Air Force's Outstanding Senior Attorney of the Year, he is a member of numerous professional organizations, including the American Bar Assn., the International Bar Assn., the American Society for Public Admin., the National Contract Management Assn., and the American Arbitration Assn.

As a Special Agent with the U.S. Treasury Department he demonstrated a thorough knowledge of the investigative techniques and law enforcement responsibilities of the U.S. Treasury Department. Cooper's background as a special agent in St. Paul, Minnesota, Atlanta, Georgia and Chicago, Illinois, as well as his experience as a first-level supervisor in Detroit, Michigan, exposed Cooper to the entire range of investigative procedures within the purview of the agency.

Curtis Cooper's assignment to the organized Crime Branch, the Firearms Enforcement Branch and Special Operations Branch afforded him the opportunity to implement a wide range of operating programs, guidelines and policies.

Cooper is experienced in the duties of Undercover Operations, involving firearms, bomb and arson, as well as contraband cigarette smuggling investigations.

From 1985 through 1988, Cooper served as a supervisor of the National Response Team, which was responsible for investigating bomb and arson investigations that came within the purview of the Department of the Treasury.

As Regional Inspector Cooper conducted extremely sensitive investigations into employee misconduct, to include sexual harassment, EEO, employee theft, bribery, workers compensation fraud and serious automobile accidents involving use of a government owned vehicle.  Mr. Cooper is also a Certified Fraud Examiner.

Manios is a retired US Air Force Military member with more than twenty years of experience in Law Enforcement and Security Administration.  As a Special Agent with the Air Force Office of Special Investigations Timothy Manios’ experience consists of the following:  

In 1999, Mr. Manios became the Deputy Director of Operations, for the Air Force Office of Special Investigations (AFOSI) Region 3, Scott AFB, IL.  As the Deputy Director he provided technical and policy oversight in all criminal and fraud investigations for 16 field offices within the US Air Force, Air Mobility Command and Air Force Special Operations Command.  He served as a functional expert on all criminal investigative matters and in the planning and development of investigative operations.

From 1996-1999, Mr. Manios served as the Assistant Team Chief for AFOSI’s Protective Services Detail, which was responsible for providing and directing security operations of several senior DoD officials, senators, and foreign dignitaries.  In addition to security operations, he also conducted and directed anti-terrorism vulnerability surveys, anti-terrorism driver’s training and formulated detailed personal security plans tailored to the threat.  He also conducted personnel security background investigations to include single scope background investigations and periodical reinvestigations.  

From 1990- 1996, Mr. Manios performed numerous overt and covert investigations into theft, fraud, narcotics, executive protection, and general crime.  He prepared detailed investigative reports and presented them for successful prosecution.  

From 1986-1990, Mr. Manios as a Joint Drug Enforcement Team member, he was responsible for facilitating a liaison between the Chief of Security Police and the AFOSI commander to ensure a coordinated effort in drug suppression.  He interfaced with civilian and joint service law enforcement agencies for drug related activities.  He conducted numerous successful narcotics investigations, which led to the prosecution of military members and civilians, associated with the military.

From 1981- 1986, as a Security administrator, Mr. Manios managed and developed industrial security policy, conducted security investigations and was responsible for the overall resource protection for numerous Department of Defense research facilities. 

Mr. Manios currently possesses a Top Secret/SSBI/SCI security clearance.

Ms. Beckmann has 12 years experience at W. G. Murray Center, located in Centralia, IL.  She was certified through the state of Illinois to teach the developmentally disabled that were living in the state facility.  In that capacity, she received training as required for Mental Health Technician I and II, along with Behavior Modification, Behavior Management, Preventing Abuse and Neglect, Maladaptive and Adaptive Development Training, Aggression Management, Sign Language and Language Stimulation.  She was also trained to teach in all aspects of Daily Living Skills, using several different methods of training utilized for the development of the individualized programs for the clients.  She has extensive experience in the area of vocational rehabilitation.  Throughout her employment she also had the responsibilities of the Mental Health Technician III and IV.  These positions involved a variety of clerical and management duties.   Ms. Beckmann was also given several letters of commendation from her Director, Mr. William Hayes, for excellent work performance during her employment with the state.

Ms. Beckmann was also an AFSCME union steward for the employees at this state facility.  She was qualified to file and defend all levels of grievances throughout the facility and was required to follow up on all case files she represented outside the facility level.  She received training from the Union Representative from AFSCME Regional Office to specialize in grievances pertaining to Child Abuse, Workman Compensation, Contract Disputes, and Termination of Employees.    

Ms. Beckmann has three years of experience at Central Community High School, in Breese Il.  She worked daily with one student as a personal aide who was diagnosed with Tourette’s syndrome.  The student was unable to cope with daily school material, and he had trouble comprehending simple reading tasks.  He has since graduated from High School and is attending Junior College.

Ms. Beckmann is currently employed with Hurst & Rolfingsmeier L.L.C. as an investigator and is fully trained in that position.  She recently completed a training session for the Department of Human Services in Chicago, Illinois to provide her vocational rehabilitation experience as an impartial hearing officer/mediator for Human Services, working directly under Michael Becker, Chief of the Bureau of Administrative Hearings.

Gene.jpg (18802 bytes)Mr. Johnson started his Law-enforcement career in 1984, as a campus police officer   at Rend Lake Jr. College, located in Ina, Illinois.  He was also utilized at this time as an auxiliary deputy sheriff for Williamson County, in Marion Illinois.

In 1985 Mr. Johnson was hired by the Federal Bureau of Prisons, as a correctional officer and was promoted to the rank of Senior Officer after just seven months.  The position was at the Federal penitentiary in Marion, Illinois, which is a maximum-security institution and houses what is considered he most violent and high-risk of all federal inmates.  As a senior officer Mr. Johnson supervised other correctional officers and assured that all Bureau of Prisons Regulations were followed.  During this time he graduated from the Federal Law Enforcement Training Center, (FLETC) located in Glynco, Georgia.  He earned an Associate degree in Criminal Justice in 1989.

In 1991, Mr. Johnson took a position in the United States Department Of Immigration and Naturalization Service at Miami, Florida.  As a Detention-enforcement officer he conducted a variety of law-enforcement work, such as locating, arresting, and detaining illegal aliens.  He was required to conduct surveillance in an effort to determine the individuals who encouraged and perhaps aided the illegal entries into the United States, working closely with the intelligence agency officers within the different state and federal department he provided escort back to their original countries. 

Throughout his career, Mr. Johnson has continued to attend Law-enforcement training at various training facilities at both federal and state levels.
